Azerbaijani President presided over the Cabinet meeting on outcomes in 2010

On January 14th, Azerbaijan President Ilham Aliyev presided over a meeting of the Cabinet dedicated to the summary of the socio-economic development of 2010 and the tasks set forward for 2011. Stating that 2010 was a successful year for Azerbaijan, and the development process speeded up due to the reforms introduced and correct economic policy implemented in the country, President Ilham Aliyev said that the Azerbaijani economy grew 5% in 2010 with all set tasks accomplished. “Our goal is to establish a diversified economy in the country”, said the head of state, adding that macroeconomic situation remained stable since last year, the population’s monetary income grew by 12.3% surpassing the inflation rate, thus greatly contributing to social protection. The head of state noted that the poverty level in the country last year made up 9.1%, which indicates to fall of poverty level several times over the past years. Saying that 15.5 billion USD had been invested in the economy in 2010, President Ilham Aliyev noted that domestic investments surpassed foreign ones and the major part of the investments fell to share of non-oil sector. The head of state said that all social programs had successfully been implemented in 2010, the basic part of the minimum wages and pensions had been increased, 550 thousand people had been granted targeted social allowance, over 40 medical institutions, more than 70 schools, 5 Olympic centers, cultural centers and other social infrastructure facilities had been constructed and repaired. Saying that implementation of social oriented projects in the investment program will be carried on in 2011, President Ilham Aliyev added that over 70 thousand new jobs had been opened last year, 53 of them were permanent, with total of over 900 thousand new jobs created  since launch of the State Program on Socio-Economic. Stating that all tasks had been completed in oil and gas sector as well, the head of state stressed that 51 million tons of oil and 27 billion cubic meters of gas had been produced and “UMID” gas field had been discovered in Azerbaijan last year. Currently, Azerbaijan’s proven gas reserves make up 2.2 trillion cubic meters. The head of state stressed that work was carried on to establish a strong transport infrastructure, and measures were being undertaken to develop and reorganize sea, air, railroad and land transport. President said construction of the Baku-Tbilisi-Gars railway would be continued in 2011 and Azerbaijan attached great importance to implementation of this project. Noting that more than 6 million trees had been planted in 2010 as part of the year of ecology, the head of state added that as a result of commission of water purification units, 300 thousand people had been supplied with pure potable water and the Oguz-Gabala-Baku water pipeline had been put into operation. “Our successful development will continue in the years ahead as well”, said President Ilham Aliyev, adding that the aftereffects of the natural disaster that hit the country last year had been eliminated, and citizens who lost dwelling were provided with flats. He said that over 3 thousand houses had been repaired, 1 500 houses had been rebuilt and some 800 houses were still under construction. “To do it we need a strong economic potential”, said President Ilham Aliyev, noting that Azerbaijan’s currency reserves now reached 29.4 billion USD. Saying no progress was made on settlement of the Armenia-Azerbaijan, Dagligh Garbagh conflict, the head of state stated that the reason was that Armenia had turned back to previously coordinated issues, played for time and had no intention to liberate the occupied lands. Saying “Azerbaijani citizens must return to Dagligh Garabagh”, the head of state stressed that Azerbaijan’s position on the conflict at international organizations had been reinforced in 2010. He stated that Azerbaijan took a constructive position and the country’s territorial integrity must be restored unconditionally. President Ilham Aliyev said that army building activities were carried on, the funds allocated for this sphere had grown, new hardware and weapons had been purchased and military expenses in 2011 would exceed 3 billion manats. President Ilham Aliyev stated that the country’s international policy last year was also successful and noted that Azerbaijan kept on making valuable contributions to broadening of regional cooperation.

Then, Minster of Economic Development Shahin Mustafayev, Chairman of the Board of the Central Bank Elman Rustamov, Minister of Culture and Tourism Abulfas Garayev and Minister of Youth and Sport Azad Rahimov gave information about the outcomes of the socio-economic development of 2010 and the tasks set for this year.

In his closing speech President Ilham Aliyev said that control over the consumer market should be enhanced even more, prices must be prevented from being forced up, monopolistic trends must be stopped, much attention should be paid to development of entrepreneurship and grant of loans to businesspeople. The head of state also highlighted the importance of broadening the tax basis in 2011. Saying that Azerbaijani economy came first in the CIS for competitiveness and held an important position for human development index, the Azerbaijan President called it a great value for the country. “Business environment in Azerbaijan is favorable and the country holds a significant place for the volume of investment per capita”, the head of state said, adding that additional measures should be carried on to stimulate agriculture, to ensure food security, to increase crop production and to establish large farms. Stating that the 2011 state budget equaled to 16 billion USD, and the consolidated budget made up 16 billion USD, the head of state stressed that this would enable implementation of infrastructure projects. Touching on importance of continuation of ecology related measures this year as well, President Ilham Aliyev said that improvement of water supply should be taken as a priority, realization of demineralization of the Caspian water project and establishment of renewable energy resources should be kept in the focus of attention. The head of state gave his instructions for keeping on additional measures for application of ICT, carrying on measures to establish space industry in the country, to increase military expenses and establishing new Defense Industry enterprises in 2011. He stated that reconstruction works should be carried on, rehabilitation of the area surrounding the National Flag Square should be completed and industry zone in the seaside line should be removed from there. The head of state also noted that the population of Azerbaijan increased and reached 9 million 111 thousand people in 2010. President Ilham Aliyev said the 20th anniversary of restoration of state independence would solemnly be marked this year and a series of events would be arranged in the country and abroad in this regard. Disclosing the priorities for 2011, the head of state came forward with an initiative to declare 2011 the year of tourism. Saying that a five star hotel would be opened in Baku this year, President stressed that works would be carried on in this direction in the regions as well. In conclusion, the head of state expressed confidence that 2011 would successful for Azerbaijan in all aspects.
