Azerbaijan’s election a non-permanent member to the UN Security Council, along with being an indicator of the country’s international prestige, opens up ample opportunities in pursuing foreign policy. Being one of the most important mechanisms of the international policy, it will enable Azerbaijan to influence global events directly and indirectly.

Azerbaijan has been elected a non-permanent member of the UN Security Council with the support of 155 UN member states. This fact can be considered a very big diplomatic success for Azerbaijan which became the member of the UN 19 years ago. It is the indicator of serious prestige that the state, which declared its independence 20 years ago, has become one of the 15 states standing at the top of the UN structure. This is at the same time the result of the efficient diplomatic activity of Azerbaijan at the UN, the huge organization, where the whole world is represented. It is not less important that Azerbaijan has been elected a member of the Security Council from the Eastern Europe group.  It means that Azerbaijan has been admitted to the Security Council as a representative of Europe. So, this event has set forth several factors showing Azerbaijan’s prestige in the international arena.

- 155 out of 198 member states supported Azerbaijan;

- Azerbaijan has been able to get this international status within the 20 years of its independence

- Azerbaijan has become the member of the Security Council as a representative of Eastern Europe

-Azerbaijan’s diplomacy has demonstrated very serious professionalism.

What has the UN Security Council membership given and can give to Azerbaijan along with the opportunity to measure the attitude towards Azerbaijan? First of all, membership of the Security Council will give very serious, efficient levers to Azerbaijan to influence the global events. The UN Security Council has 15 members. Each of these 15 members has one vote. The discussed issue is considered adopted, if 9 out of 15 vote for it. The decisions passed by the Security Council are binding for all 193 member states. The decisions of the Security Council are binding for the states, while the decisions of other organs of the UN are non-binding. UN Security Council is one of the principal organs of the United Nations and is charged with the maintenance of international peace and security. The Presidency of the Security Council rotates monthly in alphabetical order of the Security Council member nations' names in English. It means that within the term of its membership in 2012-2013 Azerbaijan will be able to twice hold the presidency of the Security Council. This means inclusion of the issues into the agenda through consultations at the Security Council, determination of the schedule of the issues that will be discussed within a month.

President of the UN Security Council has broad authority to influence the adoption of decisions, inclusion of issues into the agenda in line with the interests of his country and other countries.  It means very serious levers of influence on a number of problems discussed at the Security Council. Such a lever increases the importance of the Security Council member and president for all states. The states, which want to include issues into the agenda, influence the discussions at the Security Council, ask support from the Security Council members and ask them to vote in favor of them. It extends the opportunities of every Security Council member to realize its interests, increases the number of allies and partners on the global level. Of course, Azerbaijan will try to use its status of the Security Council member in order to actualize the issues of international peace and security, pass decisions that will directly or indirectly influence the maintenance of its territorial integrity. This offers very big diplomatic advantages to Azerbaijan in the political confrontation with Armenia.

Hitherto, Azerbaijan had levers of global influence from economic aspect for its oil and gas resources, and from transport and military aspects for its geographical position. Membership of the Security Council has given Azerbaijan the status of global player from political aspect.

So, membership of the Security Council:

- Makes Azerbaijan the participant of the adoption of decisions on the global level

-Offers opportunities to influence the decisions adopted on the global level

-Increases Azerbaijan’s political importance for other states

-Offers diplomatic advantage to Azerbaijan as compared to Armenia

-Creates favorable conditions for inclusion of the issues necessary for Azerbaijan into the agenda and adoption of appropriate decisions.

Surely, it is of great importance which countries are non-permanent members of the Security Council. It also influences the adoption of decisions.

Bosnia and Herzegovina, Brazil, Gabon, Lebanon, Nigeria, Germany, India, Colombia, Portugal, the Republic of South Africa, Guatemala, Morocco, Pakistan, Togo and Azerbaijan .

It should be noted that the country’s economic power, foreign policy, reliable partnership in the international arena played major role in the election of Azerbaijan as the Security Council member by 155 states. 

 Ilham Aliyev: “We are a reliable partner and will be reliable partner.”

This is at the same the result of the planned diplomatic efforts. The representatives of the states, which are the UN members, but do not have embassies in Azerbaijan, were invited to Azerbaijan accompanied by Ambassador Agshin Mehdiyev and President Ilham Aliyev received them. On the 6th of July, 2011, President received permanent representatives of 11 countries of Asia, Africa and Oceania to the UN, on the 22nd of August President received permanent representatives of Cambodia, Benin, Equatorial Guinea, Mauritius, Namibia, Saint Lucia, Saint Vincent and the Grenadines, Seychelles, Sierra Leone, Sri Lanka, Jamaica and Zimbabwe. At the meeting Azerbaijan’s economic potential was underlined and it was noted that the relations in this sphere can be mutually useful. President said Azerbaijan has strong economic potential, has potential to invest in various continents, and these capabilities can be considered during the visit of the delegation. 

These diplomatic efforts have produced results. On the 20th year of its independence Azerbaijan obtained the status of the country influencing the global policy as a member of the UN Security Council. Though Armenia joined the pre-election campaign, its stopped the contest because of few chances. Armenia had a chance to get the votes of only few states.  On the other hand, Armenia has not contributed to the international peace and security, moreover, according to the four resolutions passed by the UN Security Council and General Assembly, Armenia is a threat to the peace and security, which are the main goals of the UN Security Council. Therefore, the UN Security Council membership campaign of the country, which in the UN documents is accused of occupying the territories of another country, failed without ever having started. Armenia, which finds it difficult to predict its situation for next year, hopes to become member of the Security Council 20 years later in 2031, when it will mark the 40th anniversary of being an outpost.
