On October 25th, President of Azerbaijan Ilham Aliyev left for Turkey on a visit

 Arriving in Turkey on a visit, Azerbaijan President was welcomed at the Izmir military airport by Prime Minister of Turkey Rejep Tayyib Erdoghan. A guard of honor was lined up in honor of President Ilham Aliyev. Then, President of Azerbaijan Ilham Aliyev and Prime Minister of Turkey Rejep Tayyib Erdoghan arrived at Aliaga settlement of Izmir to join the groundbreaking ceremonies for a new oil refinery of Petkim Company and the Heydar Aliyev Vocational Lyceum as well as the opening of AYPET-T plant. Azerbaijan President and Turkish Prime Minister were told that Petkim – Petrochemical Holding being established in Yarimja city in 1965 is the 1st and only petrochemical enterprise of Turkey. The holding set up its 2nd facility in Aliaga settlement of Izmir in 1984. The Azerbaijan State Oil Company with Turkish Turcas purchased 51% of the Petrochemical Plant of the Petkim – Petrochemical Holding in 2008. The 11 plants of the holding manufacture 50 kinds of petrochemical products. Further, Azerbaijan President Ilham Aliyev and Turkish Prime Minister Rejep Tayyib Erdoghan attended the groundbreaking ceremonies for Petkim Company’s Star oil refinery plant and the Heydar Aliyev Vocational Lyceum as well as the opening of AYPET-T plant…. The event attendees visited commemorated Founder of the Turkish Republic Mustafa Kamal Ataturk and Founder of Contemporary Azerbaijan Heydar Aliyev and the martyrs. Then, state anthems of Turkey and Azerbaijan were performed. A film dealing with future of Petkim peninsula was screened. Turkish Prime Minister Rejep Tayyib Erdoghan delivered a speech at the event and expressed satisfaction with seeing President Ilham Aliyev in Izmir. He also thanked the Azerbaijani people and the President on behalf of his country for the assistance rendered immediately after the terrible earthquake in Turkish Van region. Azerbaijan was the 1st country to offer support. Turkish Prime Minister highly appraised the work of the Azerbaijani rescue team. He added that groundbreaking ceremony of a big project in Izmir was a grandiose event. According to him, the investment of 5 billion USD made to the petrochemical plant to be constructed jointly by Petkim’s shareholders, Azerbaijan State Oil Company and Turkas is the largest investment made to one facility both in the world and Turkey. The construction of the plant will employ 10 thousand people. The enterprise will provide 1000 people with permanent jobs after it is put into operation. Turkish Priem Minister reminded that this year Azerbaijan marks 20 years of regaining its independence. Over these years Turkey has always been side by side with Azerbaijan and the 2 fraternal countries implemented a number of large projects. Rejeb Tayyib Erdoghan stated that both Azerbaijan and Turkey target peace in the region. Erdoghan peaking of Nagorno Karabakh conflict said that the occupation of Karabakh distresses each citizen of Turkey as much as it distresses my Azeri brothers. “I believe that my Azeri brothers grieve over the killing of every young person in the terrorist attacks as much as we do. We are “one nation, two states” and we share one heart. Turkey will continue to struggle side by side with Azerbaijan till the occupation of Karabakh ends. We are grateful to the friendly, fraternal Azerbaijan for sincere support in our struggle against terrorism,” Turkish Prime Minister Recep Tayyip Erdogan said. He also congratulated Azerbaijan on being elected a non-permanent member of UN Security Council. In conclusion of his speech, Rejeb Tayyib Erdoghan wished these huge projects to bring success to both countries.

Then, Azerbaijan President Ilham Aliyev made a speech at the ceremony, calling this day a remarkable one in Turkey-Azerbaijan relations. The Azerbaijani leader extended condolence to the people of Turkey on the devastating earthquake that hit the country. Head of State said the government of Azerbaijan deemed it duty to help Turkey immediately after the quake. “Not only government, but every Azerbaijani citizen is ready to help the quake-hit region. We are one nation, two states”. Saying, today, Turkey and Azerbaijan were together in many issues, supported each other, implemented joint projects, promoted initiatives, the Azerbaijani President added that this ceremony was also a manifestation of this unity. Azerbaijani President spoke about the large projects successfully implemented by Azerbaijan and turkey jointly in recent years – Baku-Tbilisi-Ceyhan oil pipeline, Baku-Tbilisi-Erzrum gas pipeline, Baku-Tbilisi-Kars railway, etc. The Azerbaijani leader stressed that friendship and fraternity made up the basis for these achievements. President Aliyev touched on the development in Turkey calling it an achievement of Erdogan’s government. Azerbaijani President talked of the path of success Azerbaijan had passed through and expressed gratitude to Turkey for supporting Azerbaijan in voting at the UN Security Council for a non-permanent member seat.

By means of a video conference President Ilham Aliyev and Turkish Prime Minister Rejep Tayyib Erdoghan joined the opening ceremony of AYPE-T plant. Low density polyethylene produced at the plant is among of most widely used important raw materials in the world. 11 different kinds of goods will be produced at the plant with annual capacity of 160 thousand tons. The Azerbaijani President and Turkish Prime Minister extended their congratulations on the occasion of opening of the plant.

President Ilham Aliyev and Turkish Prime Minister Rejep Tayyib Erdoghan also joined the groundbreaking ceremony of the Heydar Aliyev Technical and Industrial Vocational Lyceum. An MP from Izmir Aydin Shengul said that this educational institution to function as an educational bridge between the Caspian and Aegean Seas would become a symbol of “One nation, two states” ideal in Aegean region after Jeyhan and Kars. A protocol on construction of the lyceum was signed between SOCAR and Izmir Municipality. The lyceum is to be put into service in the 2012-2013 school year. Azerbaijani President Ilham Aliyv and Turkish Prime Minister Rejep Tayyib Erdoghan congratulated the attendees on the occasion of the groundbreaking of the lyceum……...

Afterwards, the head of the Azerbaijani State and Turkish Premier arrived at the groundbreaking ceremony of “Petkim” Company’s “Star” oil-refinery……   Note that “Star” oil-refinery is the largest investment project implemented by private sector. The project realized by “SOCAR & Turcas” group in the Petkim Peninsula will require $5bln and will have an annual processing capacity of 10 mln tons. The refinery will produce only products that Petkim demands. Construction of new plant will reduce chemical material import by 30%. First devices of plant are planned to come on stream after three years, when construction starts.

The first sitting of the Turkey-Azerbaijan High-Level Strategic Cooperation Council was held on October 25th with Azerbaijan President Ilham Aliyev and Turkish Prime Minister Rejep Tayyib Erdoghan in presence. Issues related to various spheres of the Azerbaijan Turkey bilateral relations were discussed during the meeting.  

Following the first meeting of the Turkey-Azerbaijan High-Level Strategic Cooperation Council, President Ilham Aliyev and Prime Minister Rejep Tayyib Erdoghan witness the signing ceremony of Azerbaijan-Turkey documents, namely a memorandum of understanding on cooperation in meteorology between the governments of the Republics of Azerbaijan and Turkey, a cooperation agreement between the Azerbaijan State telegraph Agency –AzerTAC and Turkey’s Anadolu Agency, a memorandum of understanding in forest management  between the governments of the Republics of Azerbaijan and Turkey, a protocol on cooperation in media and information spheres between the governments of the Republics of Azerbaijan and Turkey, a protocol on cooperation in police personnel training between the governments of the Republics of Azerbaijan and Turkey, a memorandum of understanding on cooperation between the Azerbaijan Diplomatic Academy and the Turkish Diplomatic Academy, a protocol on exchanging ratification decrees of “the Contract on Strategic Partnership and Mutual Assistance between the Republic of Azerbaijan and Republic of Turkey” from August 16th, 2010, agreements on energy cooperation, sale and transit of gas and framework agreement between the governments of the Republics of Azerbaijan and Turkey, an agreement on investments promotion and mutual protection between the governments of the Republics of Azerbaijan and Turkey, a protocol of cooperation on family and social policy between the governments of the Republics of Azerbaijan and Turkey.

Azerbaijan President Ilham Aliyev and Turkish Prime Minister Rejep Tayyib Erdoghan signed the protocol of the first meeting of the Turkey-Azerbaijan High-Level Strategic Cooperation Council.

After the signing ceremony, Turkish Prime Minister Rejep Tayyip Erdogan and Azerbaijani President Ilham Aliyev made a joint statement. The Turkish Prime Minister expressed his gratitude to President Ilham Aliyev and Azerbaijani People for assistance rendered right after the quake hit Van province of Turkey and added that Turkish people would always remember this step by the fraternal country. To the Premier, the Turkey-Azerbaijan High Level Strategic Cooperation Council exchanged views on current state and prospects of bilateral relations, regional issues and election of Azerbaijan as the non-permanent member of the UN Security Council. Touching upon the groundbreaking ceremonies of a number of important projects in Izmir, Rejep Tayyip Erdogan stated that all these events were bright example for high-level relations between two friendly and fraternal countries. Congratulating President Ilham Aliyev and Azerbaijani People on 20th anniversary of restoration of state independence of our country, the Head of Turkish Government noted that National Leader Heydar Aliyev and President Ilham Aliyev had great services to comprehensively develop Azerbaijan and turn it into modern country over the past 20 years. He said that Azerbaijan would host the next meeting of the Turkey-Azerbaijan High Level Strategic Cooperation Council in the coming year. The Turkish Premier said the Nagorno Karabakh conflict is a common problem of entire Turkic world and expressed his confidence in just and sooner solution to the problem.               

Further, Azerbaijani President Ilham Aliyev made a speech and on behalf of Azerbaijani People, the President offered condolences to Turkish People over quake casualties in Turkey. The Head of State noted that October 25 was an unforgettable day in the history of Turkey-Azerbaijan relations. “I feel like home in every part of Turkey and I’m sure our Turkish brothers also feel like home in Azerbaijan”, said President Aliyev and added that Turkey-Azerbaijan friendship would live forever. Touching upon the unique strategic relations between the two countries, President Ilham Aliyev said that this alliance was formed in a new format. To the President, first meeting of the Turkey-Azerbaijan High Level Strategic Cooperation Council confirms that Turkey and Azerbaijan will be together even after decades and the signed documents will further deepen the bilateral cooperation. The Head of State thanked Turkish People and Prime Minister Erdogan for just position in Armenia-Azerbaijan conflict over Nagorno Karabakh. “Turkey’s support is very important for us”, said President Ilham Aliyev and added that Azerbaijan always stands by Turkey, particularly supports Turkey’s just struggle against terrorists. Speaking about Turkey’s recent achievements, Presient Ilham Aliyev said these successes always gladdened Azerbaijan as well. Highly praising the signed energy documents, the head of state said they would open new opportunities for long-term cooperation. President Ilham Aliyev once again thanked Rejep Tayyip Erdogan for warm hospitality. Questions were responded in the end.
